Mandated by the State Commission Office for Public Sector Reform, The National Administration for Code Allocation to Organizations (hereafter referred as NACAO) is a government functional body administering the work related to the National Organization Code (NOC) under the General Administration of Quality Supervision, Inspection and Quarantine.
Our missions are:
Organize, coordinate and control with singular command the overall National Organization Code (NOC) operations;
Encode organization code identifiers of the whole country;
Produce, issue the National Organization Code Certificate;
Construct, maintain the national database of NACAO and put it to application;
Exercise supervision and control over the local administrative offices in respect of the quality of the National Organization Code (NOC).
A hierarchy of central to local administration system has been constructed for NACAO, with over 2700 operating units from the state level, through the province, autonomous region and city levels to the county level. A module of uniform information network system with central portals to assign the National Organization Code (NOC) at state and provincial levels has been set up. A national database has been constructed, data from 13 million organizations across China are converging here for further processing.
More than thirty local NACAO administrations at provincial and city levels have released their local regulations.The electronic duplicate of NOC Certificate, also known as IC card of the NOC Certificate, has been ranked as No. 1 widely used IC Card in China. As a main key applied in varies management systems, the NOC serves as a bridge connecting different application systems. It has been used widly in the sectors of banking, taxation, social security, statistics, personnel management, commerce, foreign exchange control, vehicles control of the Ministry of public security, custom, civil affairs ect., thus laying down the foundation for information management of the national economy. At present, the project endorsed by the State Council Information Office has been launched -- one of the four basic national databases -- the Basic Information Database for Legal Entities is to be built , basing on the NACAO database, which would further promote application and development of the National Organization Code (NOC).
